HI SWARN Hawaii Small Water & Wastewater Agency Response Network
Hawaii’s small water and wastewater systems do not have an active role or representative in the Hawaii Emergency Operations Center (EOC), which is activated each time a severe weather or emergency event threatens the State. Unless individual small systems form partnerships with other neighboring communities or a municipal system these rural system communities work through these extreme weather events and emergencies on their own. The Small Water & Wastewater Systems Agency Response Network focuses on: a) building a network of partners and resources that will collectively establish a small systems Incident Command Center (ICC) during emergencies structured to facilitate activities in six major functional areas: command, operations, planning, logistics, intelligence and investigation, finance and administration. b) A small systems representative that is recognized at the State’s existing EOC.
