USDA RD WATER CIRCUIT RIDER PROGRAMS:
Since 1980, Circuit Riders have provided the primary assistance to small communities for the operation of safe and clean drinking water supplies and compliance with water regulations. This assistance protects the sizable investment the federal government has made in rural water infrastructure. Circuit Riders are in the field every day helping systems with compliance, operations, maintenance, management, disaster response, and training. The Circuit Rider program has long been one of USDA’s most successful public-private partnerships, efficiently and effectively using appropriated funds to provide technical assistance and training to rural communities through state-based nonprofit associations.
Water and wastewater Circuit Riders work onsite with utility system personnel to troubleshoot problems, provide hands-on training, provide certification review training, evaluate alternative technological solutions, recommend operational improvements, assist with leak detection, respond to natural disasters and other emergencies, participate in board and council meetings, conduct rate analysis, and more. The list of critical services Circuit Riders provide encompasses all aspects of operating and managing water and wastewater systems.

HRWA's former Water Circuit Rider, Bessie Lee, was given the honor of being recognized as the Hawaiian Shores' "Good Neighbor of the Month" after assisting with the flushing of the water system's hydrants and dead ends. She will also be returning to assist with a couple more activities, including installation of a new transmission line and the replacement of the system's fire hydrants. Way to go, Bessie! HRWA Circuit Rider, Bessie Lee, accompanied USDA-RD (Hilo) personnel Alton Kimura, Community Programs Director, and Lennie Okano-Kendrick, Engineer/Environmental Coordinator, on a recent trip to American Samoa. During their March 13-16, 2023 trip, USDA-RD personnel met with senior managers and program managers from the American Samoa Power Authority (ASPA) and the American Samoa Environmental Protection Agency (AS-EPA) to discuss existing and potential projects using USDA funding. Onsite visits were conducted at the ASPA-owned and operated landfill in Fituga and wastewater treatment plant in Tafuna. Additional visits were made to the Pago Pago village water system, demonstration piggery in Malaeima, and a number of community facilities (e.g., hospital, schools) throughout the island of Tutuila.
During Bessie's 10-day stay in American Samoa, she also conducted some DSO trainings for the ASPA water operators, continued her assistance to ASPA with their preparation of a Groundwater Representative Monitoring Plan (GWRMP) under the Fifth Unregulated Contaminant Monitoring Program (UCMR5), and provided training to AS-EPA Drinking Water Office staff on its drinking water database, DIME. |
